(IT) leadership to the CITS Horn of Africa (HOA) team which provides services
to the 5000 + HOA customer base. Lead’s a team of 38 Engineers and
technicians in the Operations and Maintenance (O&M) of USAFRICOM networks
at Camp Lemonnier and Combined Joint Task Force (CJTF-HOA) outlying
sites. Services provided include Voice over IP (VoIP), email, portal,
file share, video teleconferencing, asset management and 24/7 service desk
functions. Maintains the team human resource needs such as housing, transportation,
legal and travel.

2012 to Apr 2013 Provided Information Technology (IT) services
required to facilitate the transition of Sheraton (Diplomatic Transit
Facility, Sana’a) operations and maintenance functions from the current
Sheraton Management Group and Staff to the inbound Operations and Maintenance
(O&M) Contractor. To accomplish this task, I as the IT subject
matter expert to the transit facility began operations and maintenance
transition planning and execution. The IT focus of this mission was to
identify and capture, in a Transition Plan, Sheraton IT policies, practices,
relationships and procedures as they relate to the operation and maintenance
of the facility network and systems. In addition to producing a
facility IT Transition Plan, I as the IT SME assisted the inbound O&M
contractor in assuming all facility IT operations and maintenance activities.
Worked with vendor provider to replace all legacy facility systems that run
the administration side of the facility, such as Property Management System,
Point of Sale system, PABX telephony system, Inventory systems, and Biometric
and Time Keeping systems. In addition, I reconfigured and optimized the guest
Internet access network to provide seamless Internet access to upwards of 240
guests. This involved Wireless Access Points (WAPS), unified control systems,
MIFI mitigation, and the drafting of user Standard Operating Procedures
(SOPs) and Memorandums of Engagement for users of errant and unauthorized
devices.

Assisted with providing Title 10 synchronization,
planning, engineering, programming, acquisition, and budgeting support for
network upgrades to facilitate the uplift of forces, integrating Army
forces—Joint Forces—Coalition partners, and network expansion into new
forward operating bases. Assisted the senior communicator, who
represents the CJOA-A’s requirements to the Combatant Command, NATO, and the
institutional army, which then allows him to integrate operational efforts
and establishes processes to normalize the CJOA-A network support.
Instrumental in the analysis and design of the increased network capacity for
the Presidential 30K Troop Increase into Afghanistan and the Transition the
C2 Network from SIPR to the Afghanistan Mission Network (AMN). Participated
in the network analysis which identified gaps in: bandwidth (satellite,
microwave, and fiber optic capacities) resulting in an inability to pass full
motion video on the network, routing problems, power issues, data service
hosting shortfalls, unfulfilled mobile user requirements, and an
overcomplicated network management and defense schema. As a result of
this analysis, the team developed solutions to distribute FMV, battle
command, and other time-sensitive information to every battalion and select
companies across Afghanistan. This plan precluded the Army from
spending over $60 million in additional, duplicate ISR-focused network
capability while meeting the requirements. Worked with four USFOR-A
members to complete a total renovation of department of Defense communications
at the US Embassy, Kabul. This work included fiber to the desktop
(NIPR, SIPR, and CX-I), consolidation of equipment, network configuration,
and allowing for scaling capabilities for future growth.

Assisted
with the design, purchase and implementation of the test lab network and VM
Ware domain, that serves as the baseline to the testing environment. Evaluate
software and hardware which affects the baseline for command and theater wide
customers, such as the Activ-Client and Tumbleweed PKI software which
provided an authentication suite for all of the command. Evaluate, test and
approve all requested COTS and GOTS software and hardware as to maintain the
security and functionality of the baseline load-set. SME on VMWare Lab
Manager. Assist with testing and evaluation of a mobile, wireless, air-flight
capable, communications system, now used by the CENTCOM theater commander.

CENTRIXS Country Lead Afghanistan / Senior Network
Engineer, Afghanistan, Pakistan
Implemented the Combined Enterprise Regional
Exchange System (CENTRIXS) Global Counter Terrorism Forces (GCTF) in the
CENTCOM AOR of Afghanistan and Pakistan. Built the network from initial
Fly-away kits to a robust, customer driven, and valuable tool for the
war-fighter. Lead a team of up to six civilian personnel and various military
personnel in the design, testing and implementation of the network and
systems hardware and software. Distributed CENTRIXS throughout Afghanistan
and Pakistan to include remote and volatile border areas, supporting a
customer base of up to 10,000 users. Assisted with the design and
implementation of Cross-Domain solutions for the Voice over Internet Protocol
(VoIP) call system and the DII Guard Exchange Mail System between International
Security Assistance Force (ISAF) Secret network and the GCTF network.
Maintained accountability of approximately seven million dollars worth of
equipment. Documented entire AOR network in Visio. Created helpdesk and user
related assistance documents for other contractors to help facilitate them
taking care of CENTRIXS users at the base level. Taught encryption device
training on TACLANE KG-175’s and KIV’s to contractors and military personnel
to help facilitate the propagation of secure network communications
throughout the AOR. Worked with Coalition members of numerous nations to
provide CENTRIXS communications to the war-fighter. Designed cross-training
methods for team members to help them enhance their skill-sets on the network
and systems side.

A Primary Engineer in the transition
of the SOCRATES Network from a UNIX Solaris Baseline to a Windows NT/Windows
2000 Baseline. This effort included the replacement of over 300 Sparc 5
or Ultra 60 Workstations with Dell 420/330 and 340 Workstations at USSOCOM
and Component Sites. Recommended necessary hardware implementations and
tested hardware capabilities and compatibility for all Workstation
configurations. Exceed connections were utilized to provide access to Legacy
UNIX Applications. Provides support to System Administrators and System
Trainers on an as needed basis.
